Haggling certainly does. yes, haggling does increase it, but so does anything related to talking/asking questions. Haggling, talking to people, and using speech option when talking increases your speech level. Just generally talking to everyone in the city is a fast way of levelling it.
Next best is dried meat. Decent nourishment compared to the other dried foods (fruit, mushrooms) and no rotting. Cabbage is my main food outside of cities and I keep a few dried meats for emergencies. With low money, I typically get black bread for henry. It's actually way more fun to play the game with most negative perks, especially since there's so many level up perks that will even out the negatives in the long run. The most affect you will notice from numbskull, take care to learn to read, find all the books and even then leveling up will take very long time.
If you use longsword, pick all longsword combos first. Then for leftover points, I'll pick Blunt Strike and Fehler: Blinding Strike because only those 2 combos work with a shield. Fun fact about those 2 combos, although the descriptions say they are shortsword combos, they still work if you use longsword + shield. 3. However, unlike the other not-greyed-out perks, I don't have a "press A to learn" prompt, the only option I have is "more info". Pressing that tells me I must be at least level 3, which I am. .
